Dyno rule for 2018
We need to have rule in place how many top finishers have to go to Dyno after the race. Second establish reasons or conditions when driver will be excused to take Dyno . Third all Dyno results after the race should be posted on line or available for everybody to see.

How many tracks have dynos available? Who would run them?

It would be nice to see a dyno service during track weekends...

The final call on how many cars to call to impound Dyno belongs to the race officials at the event. There are multiple factors that determine the decision, such as lap times, changes in lap times from Q to Race, Data gathered by the in car compliance box, prior performance history by the driver in the same car, number of drivers participating at the given event, etc., etc.. Usually, it is first 3, but often it is changed in one direction or another, based on the factors listed above.
Most Dynos are paid on the number of pulls / cars - flat fee for X number, and extra $$ for runs above it, so the $$ often plays a role in determination as well.
If the front runner is excused - it is usually due to mechanical, otherwise explanation should be provided.
To limit the Dyno to only top 3 finishers will negatively impact the flexibility in hands of the officials, as well as limiting it to the race only - sometimes, the Dyno might be warranted after Q session too.
Technically, the impound Dyno results belong to NASA, but often those become a base for a new claimed minimum weight (in case when the impound Dyno produces the higher minimum weight result). In cases when Dyno at impound produces lower minimum weight - it is a driver's choice what minimum weigh to declare, and many often decide to keep the original higher weight / dyno in place.
That will determine if the driver must upload the new Dyno to the GTS site.
I didn't come across drivers who would refuse to share the info on their Dyno runs, but also don't think we should mandate that through the Rules.
